Trys, that's true. But it is the top echelon that has the most power. And I'd also like to say that the lower echelons take vows of service from those they help, that often allow for the fulfilment of the needs and wants of the more powerful members. If they weren't "skewed" as you put it, it's the powerful ones who COULD be of help to the F7

I think thwe thing to realise is that the F7 follow a Paravian mode of use of magic, which centres around choice. We see clearly what happens when a tool is forced to a use, as opposed to an act of free will, when the Waystone fights back every time Morriel/Selidie use it. It has malice, whereas the simple pebble used for Kevor's protection doesn't. Also we might look at Elaira's crystal, which has had its binding over Elaira (tied through the Waystone) removed by Asandir. I think this might have some part to play in a novel futher down the track.
